The Clinton YWCA Supportive Services Homeless Project
Construction begins March 2025
A Community-Driven Solution

Summary

In the summer of 2022, a small group of housing advocates approached HKG to help assess the scope, identify a location, and analyze the financial feasibility of developing a supportive housing program for homeless individuals and families.

The Clinton YWCA was identified as the most logical local agency to lead the project, with strong support from the city council and the Clinton County Board of Supervisors. Despite neighborhood opposition, the YWCA board of directors remained steadfast in their commitment to the project. With funding from the Iowa Finance Authority and the Federal Home Loan Bank Board, as well as local support from the city, county, and a private philanthropist, the project was officially launched.

This supportive services project will provide approximately 24 studio apartments for individuals and families experiencing homelessness and counseling with offices located within the new facility.

The program will implement strategies to address housing barriers and provide wraparound services tailored to each client's needs. Whenever possible, services will be delivered on-site to improve access and client engagement. All determinations will be made using assessment tools and the Coordinated Entry assessment process.

 

The YWCA Empowerment Center is dedicated to delivering high-quality, client-centered services that prioritize choice, dignity, and long-term stability through safe, affordable housing and supportive case management.
